Obama suspended trade benefits for exports from Argentina </ strong>
The penalty is "not acting in good faith" in two judgments of the ICSID. 11% of exports benefiting from preferences.
U.S. President Barack Obama today temporarily suspended trade benefits granted to Argentina because of unpaid more than 300 million after two separate arbitration awards in favor of two American companies (see The official note from the White House .)
In 60 days. The measure, which will take effect within 60 days, suspended Argentina's Generalized System of Preferences (GSP, for its acronym in English), exempting from import duties on thousands of products from developing countries.
"I have determined it is appropriate to suspend the designation of Argentina as a GSP beneficiary country, as it has not acted in good faith in compliance with arbitration awards in favor of U.S. companies," Obama said in a statement.
Companies Azurix Corp, based in Houston (Texas) dedicated to water supply, and Blue Ridge Investment, a subsidiary of Bank of America, expect to receive financial compensation for the measures Argentina took a decade ago.
In 2002, Azurix contract to provide water service and sewer to 72 municipalities in the province of Buenos Aires was canceled by the government of that district, the most populous of Argentina.
ICSID. ICSID, the World Bank tribunal before which claimed Azurix Argentina, condemned in 2006 the country to pay the company damages of $ 165.2 million.
Blueridge is the demand by CMS Gas Transmission Company, which is also canceled a supply contract in Argentina and turned to ICSID. The court agreed and set compensation of 133.2 million in 2005.
Compensation. The U.S. Trade Representative Ron Kirk in a statement today urged the Government of Argentina to pay the compensation in question, to reinstate the country in the program.
The payment of compensation "would allow us to consider the restoration of eligibility for the GSP Argentina and promote the growth of a relationship in trade and investment between the U.S. and Argentina mutually beneficial," said Kirk.
Washington's announcement comes a month before the Sixth Summit of the Americas, to be held in Cartagena de Indias (Colombia) and are invited both the President of Argentina, Cristina Fernández, and Obama, among other leaders.
The trade representative also noted that last year about 11 percent of all imports from Argentina, worth $ 477 million, benefited from the GSP.
